After a comprehensive scientific evaluation, the U.S. Food and Drug Administration (FDA) has approved the sale of 20 ZYN nicotine pouch products. These pouches, which contain nicotine in small synthetic fiber packets, are designed to be placed between the gum and lip.
The FDA’s decision was based on the public health criteria outlined in the 2009 Family Smoking Prevention and Tobacco Control Act. The agency determined that these nicotine pouches contain significantly fewer harmful substances compared to cigarettes and most smokeless tobacco products, leading to a reduced risk of cancer and other severe health issues. There is also evidence suggesting that these pouches may aid individuals in quitting more harmful tobacco products like cigarettes.
Matthew Farrelly, Ph.D., director of the Office of Science at the FDA’s Center for Tobacco Products, explained in a news release that the FDA only grants marketing authorization when there is sufficient evidence that the products provide more health benefits than risks. He noted that data indicates the nicotine pouches could help adult smokers and users of smokeless tobacco completely switch to a less harmful alternative.
The FDA clarified that this approval does not imply that the nicotine pouches are entirely safe, but that they offer more public health benefits than risks. The agency also stated it would monitor the marketing of these products closely to prevent youth access and will enforce strict restrictions on advertising across digital, television, and radio platforms.
